MAP SPECS
 
Specifications and Instructions to Bidders for Printing of
the BCEO 2001-2002 Official Transportation Map
 

CONTRACT NO. 2001-1M

Quotations are requested by the Butler County Commissioners for printing of the 2001-2002 Butler County Transportation Map for the Butler County Engineer's Office (BCEO) and meeting the following specifications:

A. BASE BID

1. QUANTITY

One hundred thousand (100,000) copies, Butler County Transportation Map, twenty-eight (28) pages.

2. SIZE

12 inch by 24 inch saddle stitched and folded into 12 inch by 12 inch booklet, then refolded with an off centerfold to 12 inch by 6-3/4 inch size.

3. STOCK

a) Cover: Eighty (80) Pound, Mead Offset Enamel Textor approved equal.
b) Interior Pages: Sixty (60) Pound, Smart Papers Carnival Opaque Offset, Smooth Finish, White or approved equal.

4. PRESSWORK

Cover to be five (5) colors (4 color process plus clear varnish), interior map pages to be printed in five (5) colors on an offset press. Centerspread bleeds 4-sides, no other bleeds elsewhere.

5. ARTWORK

Butler County Engineers will furnish CMYK filmsets (150 line screen, RRED), for front cover, inside front cover, back cover, and inside back cover. Additional CMYK filmsets will be furnished for "POPULATION/COUNTY DATA," "LEGEND" tables on pages 12, 13, and "INDEX OF STREETS AND ROADS," pages 17-24. ** For further details concerning BCEO supplied filmsets contact DESIGN HUN'E.KUT at 513-887-8733 or via their web site at hunekut.com.

The successful bidder shall pick up electronic files for maps on pages 1-16 from Bayer & Becker Engineers. Bidder will be required to open and output files in PC (Windows) CAD CAM application format (.dgn, .dwg, .eps). 6. PROOFS

BCEO will supply cromalin proofs for each filmset it provides. Remaining cromalins and complete dylux book shall be furnished to, delivered to, and approved by the Butler County Engineer's Office and the successful bidder prior to the printing of the maps.

All colors must be as requested, all map lines as specified and copy must be clean, sharp and exact.

7. BINDING

Maps shall be trimmed, collated, saddle-stitched, folded to a 12 inch by 12 inch size booklet, then refolded with an off centerfold to 12 inch by 6-3/4 inch size, shrink wrapped or boxed in packs of twenty-five (25) or fifty (50) and packed in uniform, same size cartons of convenient size (200 or 250 maps per carton).

8. DELIVERY

All maps to be delivered four (4) weeks from the date of contract award.Deliveries may be staggered and quantities split as agreed upon by the County Engineer. Time is of the essence, as current supplies are very low.

9. QUALITY

The map must be printed with hairline registration, and color-control throughout the run. Printing to be "Level One." All registers to be less than one-half line.

The quality of the work must be equal to the quality of the 1998-99 edition of the Butler County Map (copy furnished upon request). Ten (10) bindery proofs must be submitted to the Butler County Engineer's Office one (1) week prior to delivery of the finished maps.

10. GENERAL

It is understood that the Butler County Commissioners reserve the right to refuse the work if the quality is poor, the colors are not as requested, or the registration is poor.

Random samples will be taken and checked for quality and compliance with the specifications prior to acceptance by the Butler County Engineer.

The bidders will allow the County Engineer or his representatives to view the shop where the printing will be performed.

All bidders will provide the County Engineer with a list of any subcontractors who will perform part of the work together with a list of what percentage of the total work each subcontractor will perform. No more than 50% of the work (excluding materials) may be subcontracted. The County Engineer retains the right to reject a bidder for the following reasons:

a) Lack of adequate plant and equipment to perform the work.
b) High percentage of work to be performed by subcontractor.
c) Lack of competency on previous contracts.

The successful bidder will keep the County Engineer informed as to when printing is actually being done, and allow his representative to be present at all scheduled press runs, which will be scheduled during normal business hours, Monday through Friday, 7:30 a.m. to 4:30 p.m.

B. ADDITIONAL BID #1

1. QUANTITY

Five hundred (500) copies, Butler County Highway Map, One Sheet.

2. SIZE

40-inch by 30-inch or nearest standard stock size.

3. STOCK

Sixty (60) pound text weight, Smart Papers Smooth Offset or approved equal.

4. PRESSWORK

Maps to be printed in one (1) color (black) with municipalities, villages and major streams screened for variations (shades of gray).

5. ARTWORK

Same as base bid for centerspread.

6. PROOFS

Same as base bid.

7. DELIVERY

Five hundred (500) maps to be delivered six (6) weeks from the date of contract award.

8. QUALITY

The map must be printed with hairline professional quality throughout the run. Printing to be "Level One." Printer must be capable of holding .25pt line weights throughout run. The quality of the work must be equal to the quality of the 1998-99 edition of the Butler County Map (copy furnished upon request). Ten (10) proofs must be submitted to the Butler County Engineer one week before delivery of the finished maps.

1. QUANTITY

One (1) mylar of each page, Butler County Transportation Map, pages 1 through 11 and pages 14 through 16 (Total = 14 mylar maps).

2. SIZE

24-inch by 36-inch.

3. STOCK

3-mil mylar.

4. PRESSWORK

Maps to be printed in one (1) color (black).

5. ARTWORK

Same as base bid for centerspread.

6. PROOFS

Same as base bid.

7. DELIVERY

Fourteen (14) individual mylar maps to be delivered six (6) weeks from the date of the contract award.

8. QUALITY

Each mylar map must be printed with hairline professional quality throughout the run. Printing to be "Level One." Printer must be capable of holding .25pt line weights throughout run. The quality of the work must be equal to the quality of the 1998-99 Butler County mylar maps (which may be inspected at the BCEO upon request).

9. GENERAL

It is understood that the Butler County Commissioners reserve the right to refuse the work if the quality or the registration is poor.

A sample may be taken and checked for quality and compliance with the specifications prior to acceptance by the Butler County Engineer.
