Butler County Engineer
Greg Wilkens announces that the Design-Build projects, on both
State and Hine Roads, started last year, have been completed.
These two bridges were constructed using federal monies allocated
for bridge projects only. Butler County was one of fifteen applicants
authorized by the state to utilize this process at the county
level.
"It was a success,"
Wilkens said. "The projects were built without any major
cost overruns and delivered ahead of schedule, thanks to good
planning on the part of my staff, the consulting engineers, and
the contractor."
Design-Build is a concept
in which the design and construction elements of a project are
combined to complete the project in a much shorter time frame.
In general, the contractor and engineering firm work together
to develop a proposal for constructing a project. This has been
used in building construction for a number of years but is relatively
new to the road and bridge business, according to Wilkens.
The time savings with
Design-Build projects is realized by eliminating the lead time
necessary to contract an engineering firm for design and then
accept bids from contactors to build the design. Projects move
from design to construction much more efficiently through the
use of the single Design-Build contract.
"The key to success,"
according to Wilkens, "is that you have to be very definitive
in the proposal about what you want. We knew exactly what we
wanted, right down to the smallest detail."
The new State Road
bridge, which crosses Seven Mile Creek in Milford Township, replaced
an aging steel truss structure that was built in 1935. The Hine
Road bridge in Ross Township replaces an old concrete T-beam
structure built in 1940. Both bridges were constructed by Brumbaugh
Construction which submitted a low bid of $969,226.
