Recreational Section 4(f) de minimis – PUBLIC NOTICE

Liberty Township

The Butler County Engineer’s Office (BCEO), in cooperation with the Ohio Department of Transportation (ODOT), proposes to install a single-lane roundabout at the intersection of Millikin Road (County Route 22) and the north leg of Lesourdsville West Chester Road (Township Route 131), located in Liberty Township, Butler County, Ohio.

A multi-use path extends from Whispering Brook Court to a signed crosswalk at Millikin Road immediately east of Lesourdsville West Chester Road. These features are included on the Liberty Township Bike & Pedestrian Network Plan. The crosswalk connects the multi-use path to a sidewalk north of Millikin Road. To accommodate construction, minor temporary impacts will occur to the existing Millikin Road crosswalk and the section of multi-use path adjacent to the intersection. Following construction, the path will generally remain in its existing location, with the crosswalk passing through the roundabout island. This design improves pedestrian safety by allowing users to focus on traffic from only one direction at a time while crossing.

As providing temporary facilities is neither safe nor feasible, access to the crosswalk and the multi-use path south of Millikin Road will be restricted for the duration of construction, which is anticipated to start in spring of 2025 and last approximately 2.5 months. Access to all adjacent properties will be maintained throughout construction activities.

The Millikin Road crosswalk and the Whispering Brook Court to Millikin Road multi-use path is a recognized recreational property and is provided protection from adverse impacts associated with federal-aid transportation projects.

The BCEO consulted with Liberty Township in regard to project impacts and received concurrence that the project will not adversely affect the recreational activities, features, or attributes that qualify the property for protection. The following measures to minimize harm are being implemented as part of the project:

  • Access to the Millikin Road crosswalk and the Whispering Brook Court to Millikin Road multi-use path will be temporarily restricted for the duration of construction activities due to safety concerns and lack of a feasible and safe detour.
  • Temporary construction fencing shall be installed along proposed construction limits prior to the start of construction activities to protect the existing Section 4(f) property and the public. 
  • Appropriate signage shall be installed to alert users of the Millikin Road crosswalk and the Whispering Brook Court to Millikin Road multi-use path of construction activities, access restrictions, and/or closures. 
  • The contractor shall be required to closely coordinate the construction schedule with ODOT, Liberty Township, and the BCEO prior to the start of construction activities.

Due to the temporary closure of the Millikin Road crosswalk and the Whispering Brook Court to Millikin Road multi-use path, the BCEO is seeking public input regarding the proposed impacts. Please provide comments to [email protected]. Comments must be received by June 26, 2023.
